Bend’s UGB Controversy, Resolved Through Thorough Planning & Patience
In an Op-Ed in the Daily Journal of Commerce, lawyers Edward Sullivan and Carrie Richter discuss the long, complicated process through which Bend has finally expanded and rezoned its Urban Growth Boundary. The new UGB adds 2,380 acres, which is less than what was proposed in 2010. City planners are reconciling the need for substantially more housing with that more constrained space by rezoning to allow for more density and infill, and identifying nine “opportunity areas” for housing within the UGB.
