Happy Valley Now Requires Landlords to Charge Tenants $130 per month for Parking (7/2025)
Effective June 30, 2025, the City of Happy Valley now requires a parking charge for renters. The city has enacted a new “unbundled” parking policy requiring multifamily landlords to charge tenants for parking separately from rent. Effective June 30, property owners may no longer include parking for free—each parking space must be offered as an optional rental, at a minimum of $130 per month. Tenants can choose whether to pay for a spot or not, effectively uncoupling housing cost from car storage. City officials adopted the change to comply with Oregon’s climate-friendly reforms, pushing reduced parking incentives.
Multifamily owners in Happy Valley should update lease terms and pricing models to reflect the new parking fees and anticipate that some renters may opt out of parking—potentially freeing up space or prompting adjustments in parking management.
Note: The City “encourages” landlords to reduce rents for everyone who does not select parking by a similar amount (but does not mandate it).
