Oregon’s new Building Performance Standard covers about 20,000 existing buildings, including multifamily properties of 35,000 square feet or more, with parking garages excluded from the count. Shelide explains the difference between tier one and tier two buildings (most multifamily falls in tier two and only needs to benchmark energy use), how the threshold applies building by building rather than across a whole site, and how to check coverage through the state’s Beam compliance software. He also covers how owners of buildings with five or more meters can request aggregated whole-building utility data, why civil penalties apply only to tier one buildings, and the incentive funding available for energy improvements.
