Portland Monthly reports on four new apartment projects either under construction or awaiting final approval that “could change downtown forever.” From Old Town/Chinatown to the Pearl to the heart of the Arts District, these buildings will add another 1,039 living spaces downtown (including about 80 units of affordable housing).
