Sarah Cowley is a broker with HFO Investment Real Estate, the largest multifamily-only brokerage in the Pacific Northwest. She specializes in affordable multifamily investment sales and brings nearly two decades in multifamily operations and asset management. Her experience includes oversight of more than 9,000 units. As director of affordable housing, she managed a portfolio of more than 4,400 units. As vice president of multifamily, she led operations across multiple states.
Sarah started onsite as a leasing agent and moved up to assistant manager and property manager. Eventually, she shifted into asset management for commercial and affordable housing portfolios. Her work spans underwriting and loan servicing. In addition, she has experience with distressed and foreclosure situations, lease-ups, value-add rehabs, and dispositions. Her expertise covers commercial, student housing, affordable, and market-rate communities.
She works regularly with LIHTC, HUD, and other affordable and workforce housing programs. She advises owners on both the operating realities and the financing strategies that drive long-term performance. Sarah holds the Asset Management Specialist (AMS) designation from the Consortium for Housing and Asset Management. She is a member of the GREA National Affordable Housing Team.
